Anemometer Wind direction with Davis wind vane

Any ideas on how to go about using esp8266 to read wind speed and direction from the Davis Instruments windex (pic below)?
My guess is that wind direction senor is a pot and wind speed has a servo which generates voltage proportional to the wind speed. I'd like to make this whole thing solar powered and send NMEA 0183 format messages on a TCP port.. This would go on top of a sailboat. The closet commercial offering costs $400 and I think uses bluetooth to communicate.
