3.3V voltage regulator recommendations?

I created a board for a 12-F using this 3.3V regulator http://www.ti.com/lit/ds/symlink/reg1117.pdf (not the adjustable one) and I am having problems with it. Specifically, with a 6V input, it outputs 5V. I think I know what the problem is - I think it needs that big area of copper under under the big tab and I haven't provided it.

Since I don't know how to create that copper area with Eagle, I was wondering what others are using for a VR. I am sure I can learn (with effort) how to re-design the board to accommodate this one but is there a better or easier one I might use?

(I am self-taught at electronics and still learning.)

I don't know the exact circuit for the setup.
kindly see the attached one

Also make sure the quality of voltage regulator is from trusted source.. there are many pirated available in the market.

Does it give a solid 5.0V, because then you got the 5V one

It must be the 5V one or is faulty.
Is no way to see such voltage output from a proper working 3.3V version one.
Do you have also the proper input and output Voltage regulator capacitors in place?
