Firmware functionality

Are the functionality to connect to a network, and do all the WiFi magic stored in rom and accessible via API-s, or during a firmware update, some part of the firmware that is responsible for all this is updated too?
What firmware should i modify if i want a very basic server that can communicate via UDP?
