Is the ESP8266 from the Transmit power in Germany allowed?

Hello Guys,
Im New here, and i have an short question. I have an ESP8266 Module. I living in germany, and the maximum transmission power is 100mW(20 dBm). On the metal body is standing:
AI WI-FI
Model ESP8266MOD
VENDOR AI-THINKER

ISM: 2.4 GHz
PA: +25dBm
802.11b/g/n

FCC

When I show in the datasheet from the AI-THINKER then here is standing "Output power on 802.11 b is +19.5 dBm".

This is allowed in Germany. But I do not know what the +25 dBm mean he is standing on the metal body.
This is an ESP8266 Wemos D1 mini WLAN 4 MB Flash Module.

Can samebody tell me, whether it is allowed to use this module in Germany? The maximum output power in Germany is 100 mW or 20 dBm
