Never see a blue light

I have been working with ESP8266s off and on for about a year now. Mainly the 01s and that is what I'm currently seeing a problem with. I have a flasher board with 2 push buttons to allow a reset and enter flash mode conditions to be generated. I have flashed dozens of boards with this set up...
Enter a few 01's that won't flash, Upon on power up no blue light displays, only the red light. Place the module into flash mode (hold reset, hold flash, release reset, release flash) again no blue light.
I have also attempted to connect using putty at the boot loader baud rate, nothing.
So are these ESPs toast at this point or is there something I'm missing or should try?
