ESP8266 Boot time Pin states

I have a simple SR latch connected to my ESP-12E module schematics and board layout is https://easyeda.com/wpredqueen/SRLATCH for reference..
The issue is whenever my ESP wakes up from Reset pin it immediately puts GPIO16 pin LOW is there any way to stop this from happening?
