I purchased:
Gikfun ESP8266 ESP-12 WIFI Industrial stable version Full IO leads EK1653

USB to TTL Serial Cable - Debug / Console Cable for Raspberry Pi

and read:

I am using putty for win7
com4/9600/n81/none
But nothing on power up or sending AT command
I first tested serial cable by coupling i/o together
tried swapping rx/tx
nothing.
HELP!

Dose the board have a jumper on it for flashing that is set?

It does have a jumper.
GPIO0 & ground
Board is lighting up and the one led gets dimmer when I remove the jumper.
I assume the board had some program it is running.

Are the batteries fresh? Did you measure VCC while the chip is running?
