I plan to buy ESP32 or ESP8266, not having Arduino now

Can the MMISCOOL's Basic Interpreter be flashed to ESP only through Arduino (or its alikes),

or is it possible to flash it through USB cable directly from PC please?

Why not try reading the information at http://www.esp8266basic.com
There you will see you can flash a Node MCU directly.
As a Node MCU board can be flashed directly I assume that a Wemos D1 mini can be flashed likewise.
As you are a newbie use one of the above boards, elsewhere 'there be dragons'
