Can ESP8266 connect to web app hosted in server like heroku?

I'm a newbie, I would learn from you people, please answer my doubt.
I bought this WiFi relay module, which has got ESP8266 in it.
My question is, can we connect ESP8266 directly to a web app hosted in server like heroku?
So that we can program the web app to automate the ESP8266 also we can develop a mobile app which will send data to the web app every time we operate and the web app will send the data to ESP8266, so that we can control this module from any part of the world wherever internet is available.
