ESP8266 board stopped installing via board manager

I have tried the usual procedure of adding https://arduino.esp8266.com/stable/package_esp8266com_index.json in preference. Then opened board manager, found ESP8266 by ESP8266 community and tried to install 2.6.3 by clicking install. After downloading around 5 MB of data, the download stops. I have tried to download the zip file directly and was successful. I could update other boards without any problem. I am using Arduino 1.8.10 on windows 10. Disabled the antivirus and deleted the Arduino15 folder in AppData\Local multiple times with no effect. Is there any problem in the server side? Has anyone facing the same?
As I have downloaded the ZIP file, is it possible to install the board from it?

I am having issues also. I have tried compiling on 3 different computer and get the same defect that it can not compile. It seems it cant find the library.

This is strange because I am just updating a program that I have been using and modifying for over 1 month.

My issue seems similar that I cant successfully compile. The program I am trying to compile has worked for a long time. I have tried on 3 different computers with the same result.

I have win 10 Arduino IDE 1.8.10.
2 days ago I followed this https://arduino-esp8266.readthedocs.io/en/latest/installing.html
All up and working
