Can't Download ESP8266 Board Package

All of a sudden Arduino IDE (v1.6.12) is reporting:
Code: Select allError downloading http://arduino.esp8266.com/stable/package_esp8266com_index.json and there are no ESP8266 boards available to choose in the drop-down menu.
Appreciate and advise.

Can somebody confirm it is up and running?

I'm having the same problem. It has worked in the past but today, as I installed the IDE on a new machine andtried to access this URL for the ESP8266 boards, the URL now returns a 404 error.

Correction, its not a 404 error. Its an ERR_CONNECTION_REFUSED result.
