it is not a library, it is a board (package).
So goto Tools/Board/Boards Manager ...

these are esp8266 specific and do come with the core, no need/way to install them additionally.
Edit: there was a (now deleted, advertising) post asking for wifi-libs ....

Have you tried Verifying your program using the tick button in the arduino IDE?
