It has been added awhile ago, but it is not in "stable" version yet.
So, you need to take the latest "staging" version to use that method.

How can I copy the files required from the latest staging release in to my current set up?

I am not to familiar with the arduino set up but i have the following folders on my hard drive.

AppData\Roaming\Arduino15\packages\esp8266\hardware\esp8266\1.6.5-1044-g170995a\cores\esp8266

The 2 files
IPAddress.h
IPAddress.cpp

seem to reside there.

Can you point me at exact links to get the new files?
and are there any other files that will need to be replaced?

No other files are needed for the IPAddress.toString() method.
