How to program ESP8266 to control the Gpio's

I Got the ESP8266 ESP-03 Module.
It boots fine with default Firmware Version:0.9.2.4.
I Verified all the AT Commands.
Now i am planning to program the GPIO's and to control it through Mobile or Laptop through TCP (Servre/Client) program.
I don't know how to proceed. Is there any way to program the module using C Programming.
