blue led of ESP-12 in programming mode

Hi,
I noticed that I have to connect GPIO15 to GND; otherwise, the module does not start.
But when I send AT to the module, the answer is only stranger characters whatever the baudrate I choose.
May this be caused by the absence of firmware ? I heard that sometimes, ESP8266 are delivered without firmware uploaded at all.
That's why I tried to put in in programming mode. But when I connect GPIOO to GND, then it looks like the module is not powered anymore as the blue led is turned off.
And even though, when I try to upload the firmware, the firmware uploading utility says "unable to connect".
Is it normal that the blue led is turned off in programming mode ?
