I bought a viper22a power supply with 12 volts and the load voltage is only 9 volts. How to solve it?

I can see that the VIPER22A SMPS Controller IC has an operating voltage range of 9 Volts – 38 Volt. So, 12V power supply should not be a problem.

Load voltage only 9V, how to solve it?
