ESP8266 & arduino board - network configuration

Hello,
My name is Elisavet and I am new here.
I just bought a ESP8266 module (https://www.sparkfun.com/products/13678)
I have a Arduino board (Lilypad) and I would like to give wireless connectivity to it via ESP8266.
I want to ask a few questions about all these:
1) Do I have to programme ESP8266 seperate from Arduino?
2) Is there any way to avoid set specific SSID and password for ESP8266. I mean, is there another way to make the network configuration? e.g. I have the arduino&esp module in my home network and then I change location (so I am in another network). Is there any way to connect the arduino with a pc and make the configuration from there?
