Push for a certified module?

Has anyone been in touch with the module manufacturers to discuss an FCC/IC modular certified and CE pre-qualified module w/ internal & external antenna options? I figure with 5k pcs order commitment they can do this no problem. Maybe a crowdfunding project to pool orders?

The cost for FCC/IC/CE/RoHS is ~2,500 USD for this kind of module, and you need to have it shielded for FCC.
So this adds 0.5 USD for certification and ~0.10 for shield, to a module that is sold ~4.50 USD, shipping included...
If you want to make it profitable, you will need 10x this volume, which would disqualify most of the small Schenzhen-based manufacturers selling on AliBaba.
You need to partner with a bigger company: this is what I am trying to do, but it will require this chip to prove its long-term reliability first: I was told that usually, this kind of new chips with small engineering team has to go through several releases to become stable enough.
As for a crowdfunding project, this would require to propose 10x bundles min to be in the 50 USD ~ 100 USD sweet spot.

EDIT: and yes, I have been in touch with one larger manufacturer

Well the modules seem to be selling for close to $3 in volume so they could still be under $4 certified with the same margin.
