ESP8266 sending garbage values continously

I have 2 ESP8266 (8 pin) chips. One of them is sending garbage values continuously. Had tried to flash it with esptool. But still no luck. Both red and blue LED are lit (without blinking). Is there a chance that the chip is damaged?

Probably it's on a boot loop.

The only way to recover is to flash the original firmware.

If connected to the serial port at baud rate 74800, I think, do you make sense of the garbage?

Something similar happened to me once, and the cause was insufficient power on the 3.3v line.
