Why 3 binaries for AT command firmware?

There are 3 binaries for the AT command firmware
- eagle.flash.bin
- eagle.irom0text.bin
- blank.bin
Why are 3 binaries used and not a single one given that it would be more convenient? Anyone knows what is the difference between the 3? Particularly interesting is blank.bin. Why would a blank binary be useful?
