Hi,
I had a module which showed all the symptoms that you describe, ie continuous blue light and garbage from the Tx pin.
In desperation I tried to re-flash it and this was successful. I have had no problems since then. :P
The new firmware also allows me to change the baud rate which is very useful.

I used esp8266 with cp2102 with RC/TX and TX/RX, VCC & CH_PD -> 3.3v (from LD33v), GND-0v. As soon as I open Serial monitor, it shows never ending garbage data untill I close that. I change the baud rate also but no change. What should I do in that case?

Do you have some empiric evidence to back this claim?
Mine works perfectly when powered from the 3.3v pin.
