ESP8266 as ISP to program ATMEGA

I want to program ATMEGA using ICSP lines with ESP8266 OTA. ESP8266 collect the hex file from WiFi and need to write it to ATMEGA328 using ISP lines without any other tools (AVRDUDE etc) support. Directly ESP as a ISP to ATMEGA328.
Can we do this?
