WIFI Client Error Can't connect, error #10061

Hello
I try to establish a connection between my Computer and an ESP8266-12 Module
I was successful with a Telnet Connection. I have an Arduino Eclipse Environment (Espressif super cool )
With my client in Delphi I got the message Can't connect, error #10061
