Ota wifi port not appearing for wemos d1 mini

I am trying to run the Basic OTA arduino sketch with a Wemos D1 min boardi. The sketch uploads and I get correct output on the serial monitor, it has joined the wifi network, but an OTA port is not listed. I have python 2.7 installed. I have restarted the IDE and computer a few times. `I also tried reinstalling the ESP8266 core in board manager but have the same results. I found I have to press the Wemos reset button to get output on the Serial monitor, is this normal? Any help would be appreciated.

Also tried turning off the firewall, but it showed that Java platform was allowed anyway. This is very frustrating.

Also uninstalled the IDE and reinstalled the IDE, 1.8.5. No OTA port shown. Can someone please help me?

I have uninstalled and reinstalled the Esp8266 core, the Arduino IDE, and Python and there is no change, no OTA port shown. I also tried with a Huzzah board I know works, and no OTA port still.
