A pull-up will not help you as it is already pulled-up internally

That's not strictly true. The internal pullup may be 'weak', and the addition of a 'stiffer' external pull-up resistor can add noise immunity. Instead of 15k, try ... 1k. If you're never going to use the RST input, just tie it to Vcc. A pull-up resistance of about 0 ohms.
To those using electromechanical relays and still having reset problems... are you using a snubber diode across the relay coil? Google it.
