Most PSU i've looked at only pass the emissions for EMC when running very close to the max output power limit. Don't pull max current and the noise goes up, so the higher the rating the more noise you get. so more filters on the power lines and chokes on the cables always seems to be the case.

For the record:
I've been struggling to upload anything to my ESP-07s. Tried several different PSUs, at the end my adjustable Lab PSU with no success, or accidental success about 1/10.
At the end I hooked up the ESP to the USB/serial's power pin DIRECTLY with a 470uF cap and it works like a charm now.
I don't say I get it why, but it works...
