#24104 In addition to connecting to gpio16 (3rd pad from the dot on the rainsun antenna) you also need to close the tiny jumper on the module itself. That jumper is the two solder dots you see between the corner of the chip and the other end of the antenna. When I assemble a new board I often forget and then spend 10 minutes troubleshooting why it won't flash until I have the "DUH" moment and put a dab of solder across the two points. (The official way to close it is to put a 0Ohm 0402 resistor across them.)
