What is happening with CH_PD Here? It seems to be left Floating?

Hello!
I would like to thank everyone for their input. I have taken some notes and working on my design. The power is coming from a USB hub. I just took an old USB cable, snipped the end, stripped them and soldered on some pins. The power reads 5v when plugged in.
On the post about the capacitor, I double-checked my inventory, and had grabbed the wrong one. It is on my list of changes.
In the meantime I got some 5v to 3.3v step downs. They are cheap and it gets me going for now. I still am going to get mine to work.
