Is it possible to connect a Wemos D1 to an Arduino board?

Technically yes, but there are concerns that should be taken care of. The ESP8266 is a 3.3 volt device and the logic levels for RX and TX should be kept to within those levels. Because the D1 board has a USB to serial converter chip connected to the Rx and Tx pins (through a 470 Ohm series resistor) that limits the kind of level converters that you can use in order to keep within the 3.3 volt level.
