2)If current is present for 5 minutes then it switches off electricity for 1 hour.
3)After 1 hour it should switch on electricity.
4)Go to step1.

Additional requirements:
-i can change time in 2 and 3 steps
-I need to have a time log stored somewhere in computer or cloud. Nevermind where
-I need to use esp8266

Please advice what minimal set of hard ware parts i need and how it can be done in detailed

So you either use the board search yourself or say how much you are willing to pay someone to do it for you ...

Providing you a detailed answer would require a lot of work. Why do you think someone would spend many hours to provide you with the answers you want?

If you want to build yourself a solution then you need to do the work yourself. Or as schufti said, pay someone to do it.
