The SYSIOSETCFG and SYSIOGETCFG commands are implemented in the latest version of NON-OS SDK (v2.1.0) and are not available in older versions.
By default, all pre-flashed ESP's (I've seen) contain older NON-OS SDK AT-firmware.
If you want to have the latest, you'll have to update your ESP to at least v2.1.0.
