10K is the maximum resistance. 3k9 is ok too. I have even suggested 330 ohms when someone needed to keep GPIO15 low at boot when they had a pull up resistor from a different board connected to GPIO15.

The maximum source current of GPIO is about 12mA.
The sink current of GPIO is about 20mA.
