I had a similar sounding problem using XP and was able to solve it by determining the file that it could not load and then manually loading that file and any others past that point into the directory for the install. Then board manager worked and and it has worked well subsequently and including updating to several new stable and staging versions.

I ended up having to use a Win 7 to upload the "stuck" file. Your problem may be completely different but I thought that there are enough symptom similarities to warrant mention.
