#34980 Some of the vias on your board look really close. You should run a design rules check in eagle with the specifications provided by your fab, before you send your boards off to manufacture.

You also might want to reduce the grid size in your eagle settings. That will help avoid those weird looking wiggly traces.

And lastly if you move the SOT-223 package a bit to the left and route the VOUT trace going to the pin header on the right side of the ground tab, you avoid splitting your ground plane. (rotating the LDO by 90° would also work)

Yep thats cool, your sinking GPIO 0, 2 and sourcing the rest.
At that you might not need the pullup / pull downs, but better to be on the safe side + it will boot correctly if the LEDs are not connected.
