It's difficult to see from this picture but I don't think you have a ground wire from your CP2102 connected. Power supply, ESP, and CP2102 all must be connected to the same ground

I also tried that but as soon as I ground the CP2102 the blue led stops flashing. Is this normal?

for esp03 - try reading the garbage w/ a logic analyzer
