The power supply is able to provide sufficient current.

I used a voltage divider and verified with a voltmeter that the RX line was getting 3.3 volts.

For some reason, in order to program the module I need to connect RX - RX and TX - TX. It wont work any other way. Not sure why others have to reverse them. (I am using an arduino uno if that makes a difference)

I did not use capacitors can you explain further? Are you able to show me your schematic?
