10.0.4. Earlier versions (I also tried 9.0.4) don't allow using FTDI chips with arbitrary VID/PID.

Must be. According to OCD guide it's supported with the following syntax: <controller id=’Controller0’ module=’macraigor’ cable=’wiggler’ />
