#11763 I just bought two of the 01's on ebay and get the same behavior.
The blue light blinks and displays this every couple seconds:

@f¼8¤ÿZÿ¨¬:¡åúÈ@J?É€è
[Vendor:www.ai-thinker.com Version:0.9.2.4]

ready

I can configure it and issue commands, but only in between these reboots, making it impossible to write any sort of reliable sketch.
Is this how the device is supposed to work or could I have something wrong...or are the chips DOA?
Thanks!

No. this is not normal.

Try:

1.- reflash again.
2.- flash lua firmware
3.- RST to VCC

#11837 I've tried several power configs.
12v 1a adapter to the arduino, then use the 3.3v from it to power the module.

5v 1a to the breadboard, then use a logic level converter to bring down the voltage.

I also connected the 5v to a cheap little "power bar" I bought on ebay that brings it back down to 3.3v.

The rebooting happens with all of the configurations.
