Solved mine, had my RX and TX wires switched up, its obviously not gonna work then.

Im using the nodemcu dev kit so the pins must be ok...

this took me forever to figure out, theres no straight forward instruction on how to hookup the esp-03
I finally figured it out
i got an pl2303 cable hooked up vcc/ground/tx/rx
gpio15 to ground
ch_pd connected to vcc
then used the wifi webserver example and it finally worked
im on win7 x64 ... had to switch from a win8.1 machine because the pl2303 drivers dont work on it

well i can get it to work right after I upload from IDE, but if i pull the pl2303 from my usb port then plug it back in, i cant get it to go to normal / stand alone mode. any other pins I need to mess with to get it to work with just power/ground
