AFAIK, that is exactly how Android is capable of geopositioning their devices when the GPS receiver is off: they send the WIFI stations detected by the device to Google, and Google answers with the current location (and I guess they do something similar when the GPS receiver is ON, so every Android device is actually updating Google's database).
IIRC, Google got in trouble because their streetview cars collected too much information about WIFI stations.
