I think I'v got it.
I flashed esp_iot_sdk_V1.4.0\bin\esp_init_data_default.bin .
This file has on byte 114(0x72) the value 2 in opposite to value 0 in esp_iot_sdk_V1.3.0
I think value 0 means 'don't change wifi-mode' while value 2 sets wifi-mode to AP.
