The version of WiFiManager at https://github.com/kentaylor/WiFiManager/ will run the captive portal simultaneously on the ESP8266 WiFi network and the network to which the ESP8266 is connected. It will even have the same IP address on both networks. It will have 2 IP addresses on the ESP8266 network 192.1.4.1 and whatever it has on the other network as well.
