is it possible to wake up another network device (e.g. server) with the ESP? (preferrable in LUA)?

Pretty sure PicoTCP does support it and a build is being actively developed for the ESP8266, though I don't think it is supported on there yet either. https://github.com/tass-belgium/picotcp/tree/dev-esp8266
