Getting no responses, I joined a weather forum and asked the questions there. For anyone that hits this topic, the keyword you're looking for is "Zambretti". It'll give you lots of hits. It's been around since 1915 and seems to be pretty popular. Besides the original dial "computer" there is now versions in just about every language including Arduino and JavaScript.
