Thank You, I really didn't even think of deep sleep until now. My new plan is to use deep sleep, I wasn't thinking, I don't need to set the inputs low, the TTP223's will pull them low for me.
So I'll run the TTP223's in high active, letting them pull the ESP12F inputs low in their off state. I'll just run some 1n4001 diodes from my GPIO's to the RST pin, and the TTP223's will hold the inputs and RST high for 2 - 3 seconds which is more than long enough.
